Almost every country is divided into regions: states, provinces, counties, oblasts, governorates.[1] Across the 153 countries in the site's regions quiz there are 2,705 of them, and the typical country has 14.[1]
The most
Russia has 83, its federal subjects.[1] Türkiye has 81 provinces and Thailand 77, counting Bangkok.[1] Russia is a federation; Türkiye and Thailand are not, so their many provinces answer to the national government.[2]
The United States, with 51, counts its 50 states and Washington, D.C.[1] Vietnam is a recent change: in June 2025 its National Assembly merged 63 provinces and cities into 34.[3] The quiz has the new 34.[1]

The most people per region
Divide each country's population by its regions and China comes first, with 45.4 million people in the average one, more than live in most countries.[1][4] India is next, at 40.7 million per state or union territory.[1][4] Uganda makes the top five because GeoNames counts just four regions as its first level.[1]
Russia, with the most regions, has only 1.7 million people in the average one.[1][4]
| # | Country | Regions | People per region |
|---|---|---|---|
| 1 | China | 31 | 45.4 million |
| 2 | India | 36 | 40.7 million |
| 3 | Pakistan | 7 | 36.5 million |
| 4 | Bangladesh | 8 | 22.0 million |
| 5 | Uganda | 4 | 12.8 million |
| 6 | Ethiopia | 14 | 9.7 million |
| 7 | Brazil | 27 | 7.9 million |
| 8 | Indonesia | 38 | 7.5 million |
| 9 | South Africa | 9 | 7.2 million |
| 10 | Philippines | 17 | 6.9 million |
The fewest
Three countries in the quiz have four regions or fewer: Eswatini (4), Ireland (4) and Uganda (4).[1] For some, GeoNames lists an older or broader layer as the first level: Ireland's four provinces rather than its counties, for one.[1]
How we counted
Regions are each country's first-level divisions as GeoNames lists them, the same lists the site's regions quiz uses.[1] Where GeoNames' list is wrong, out of date or really a list of municipalities (Slovenia's 212, Malta's 68 local councils), the quiz leaves that country out, and so does this count: it covers 153 countries.[1]
The United Kingdom is out too: its four nations are its first level, and England, Scotland and Wales each have a round of their own.[1] Populations are the World Bank's latest.[4]
